Welcome to Bruhat Bengaluru Mahanagara Palike's GPMS

Global Project Management System (GPMS) is a professional tool to manage projects on line from conception to completion. The progress of the project is tracked by all stakeholders who work collaboratively to ensure successful completion of the project using the tools and techniques available for professional management of projects along with the help of state of the art ICT tools available.

GPMS supports streaming video, virtual walkthroughs and images which help in making realistic assessment of the progress and also provides proactive alerts in respect of milestone slippages likely to cause adverse cost and time overruns as well as other risks and quality issues.

GPMS has been developed to render online repository system of all publicly funded projects that are handled by the BBMP and the same is integrated with the mobile framework to enable easy tracking. This information, transmission, retrieval and validation is controlled using a single integrated indigenous architecture that has inbuilt capabilities of storage, ability to operate on multiple environments, ease of communication on multiple protocols, and has inbuilt encryption and compression.

The system has the following components available

- Online Global Project Management System (GPMS)
- Remote Eye Monitoring System (REMS)
- Intelligence Report Generation System (IRGS)

This e-governance initiative enables real time monitoring and management of 92,000 + works, which are going on in various parts of the City.

If someone wants to monitor any particular project being executed by BBMP, with respect to its timely completion, cost effectiveness or quality, they can follow the progress of the work by selecting the project and putting the same on thier watch list. As progress gets uploaded on BBMP's website, they will get alerts and the public can also upload photographs and feedbacks to ensure that the work proceeds in the desired direction.

GPMS empowers the citizens to participate and strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement. (As enshrined in Article 51A of the Indian Constitution)

Indian CST GPMS Platform integrates various Tools & Techniques for Data Collection, Analysis with Correlations for Decision Making

Indian CST an public charitable Trust (Regd.) has been customizing their GPMS cloud computing solution, supporting and hand holding BBMP from 2009 till date, 92000+ projects have been updated in the GPMS online by the BBMP engineers, Trained nearly BBMP 7500 people i.e. engineers, staff, officers, across the Head office, 8 Zones, 198 wards, 450 offices, integrated 936 bank branches, 550,000 plus receipts have been issued using GPMS-FMS, nearly 50,000 plus bills have been cleared online and in the GPMS-FMS transactions have crossed Re. 7,000 crores as on 31-03-2014. In the health care too we have customized the GPMS for Birth and Death monitoring for reporting online and have already updated 6,00,000 plus people information online by integrating 1300 hospitals, 198 wards, 8 zones, head office, etc., as given by BBMP health department.

The World Bank appreciates the BBMP GPMS Implementation done by Indian CST and has mentioned this as one of the innovative examples in their Guidance Note for Implementing Agencies:

"The core strength of the GPMS is the online availability of real-time data that get correlated constantly to provide reliable information and actionable intelligence. The GPMS-enabled remote monitoring process for ongoing projects at multiple locations leaves little scope for inefficiency or mishandling of projects and the funds associated with them, irrespective of the position in the government’s administrative hierarchy."

Another option which is now rapidly gaining popularity is subscribing to the software rather than buying it.

As a rule of thumb, other things being equal, wherever possible SaaS solutions should be preferred to license-based solutions due to benefits such as low deployment costs, web access anywhere and standardization of the application across locations or agencies. The Global Project Monitoring System (GPMS) hosted on a SaaS platform has been highlighted by the World Bank in their Republic of India, Introduction of e-Tools in Management of Construction Projects Guidance note for Implementing agencies and has taken GPMS as one of Innovative examples Bespoke e-tools that have been developed in India and to manage various aspects of a project life cycle or that of a portfolio of projects.

At BBMP we have been Bringing Efficiency, Transparency and Accountability into Publicly funded projects / portfolios using GPMS-FMS Cloud...The GPMS solution was developed by the Indian Centre for Social Transformation (Indian CST), a public charitable trust, in 2009."It was the first-of-its kind initiative in the country." The GPMS also has a facility through which the public can access information related to ward-wise projects, cost estimates and other aspects. The BBMP's registered contractors too can update the details of their projects online, but are not doing so.
