This way, the traffic in 2nd cross can be diverted. The 2nd cross is now too congested. 

please open the 1st cross to public. The empty lots in the 1st cross are too dirty. Never cleaned. The existing residents are refusing us an entry to the first cross and saying it is not available for general public. Threatening us.
